OSPAC is a local civilian vigilante and community policing outfit operating in parts of Rivers State, including Ogba/Egbema/Ndoni Local Government Area, reports Daily Trust.
It was gathered that Dibia allegedly accosted Ogwu and another man along a road in Omoku on the night of Thursday, October 1, 2026, and ordered both men to sit on the ground.
